Tell me Dr. Freeman, if you can, you have destroyed so much, what is it, exactly, that you have created? Can you name even one thing? I thought not.

Dr. Wallace Breen is the former Administrator of Black Mesa; managing the subsequent surrender of Earth following the Combine invasion and ultimately being appointed the task of managing humanity's assimilation. He is the Administrator of the Overwatch and the primary antagonist of Half-life 2. Breen is a cold, science driven man on an almost unquenchable pursuit for the secrets of the cosmos. Despite the terrible cost of his actions Breen is convinced it is for the better of humanity in an increasingly hostile universe.

Black Mesa

Dr. Breen, during Gordon Freeman's brief time at the facility, was the Administrator of Black Mesa. Little is known about the role Dr. Breen played in events prior to the Resonance Cascade however various scientists note his insistence on keeping the experiment on schedule, making him partially responsible for the anomaly. Much of the Black Mesa incident is still a mystery, including Dr. Breen's ultimate role in the cascade.

Dr. Breen was a close friend of Eli Vance and Issac Kleiner before he joined the Combine.

Combine Occupation

Following the resonance cascade Earth was glimpsed by the far superior and totalitarian menace known as 'The Combine', who moved quickly to widen the ravaging portal storms and deploy their Citadels on Earth. A war between humanity and the advancing forces of the Combine soon followed, ultimately bringing mankind to the brink of extinction within the 7th hour. However Wallace Breen quickly intervened and, standing atop a radio tower, his hands held out to the sky, issued a surrender.

This intervention was only made possible by Breen's rapid ascension in the political spectrum. As the planet was steadily growing home to a number of Xenian creatures, Breen's former position as Administrator gave him a foothold from which he did not resist. He was quickly given charge of the Human Affairs Bureau, having much influence on the events that followed.

Much is questionable about Dr. Breen's decision to surrender humanity to the Combine, but it is abundantly clear that had he not mankind would have been purged from the planet. As a scientist Breen is prone to the idea that his actions are, however bizarre they may seem, for the ultimate benefit of mankind. Breen is constantly portrayed as deluding himself to the idea that this is the next step in human evolution, and that his actions will see humanity become part of something “greater than you could ever imagine, something we can now only begin to glimpse.”

What this “Greater step” is remains to be seen. The Combine's assimilation of humanity has seen the weaker beings transformed into mindless abominations, such as Stalkers, and the select few being augmented into the Combine ranks as a “Soldier”; essentially a more agile and aware stalker. As this is the Combine's ultimate game-plan for humanity, Breen seems to have come to terms with this, describing the people detained within the Cities awaiting assimilation as “The unworthy branches of the species.”. Despite this Breen has erected large monitor screens within Combine controlled Cities from which he spews propaganda, touching upon subjects such as Combine assimilation, immortality and the necessity in “Expunging instinct and it's dark twin, superstition.”

Throughout most of his time as Earth's Administrator Dr. Breen resides within the City 17 Citadel.

The One Free Man

Twenty Years on from the Black Mesa incident, and on what is seemingly an innocent day, Dr. Breen looks up from his office table to see Gordon Freeman standing before him. It's at this point a series of events are triggered: Breen, in a state of alarm, engages his Overwatch forces and gives the capture of Gordon Freeman direct priority, converging with his Combine Overlords on how to tackle the situation. However, they persistently fail to do so; Freeman managing to escape them in the City canals and reach a resistance outpost known as Black Mesa East.

In the absence of capturing Freeman, Breen utilizes his spy, Judith Mossman, and launches a direct attack on the outpost, managing to capture Eli Vance and having him re-located to Nova Prospekt, a wasteland processing plant for humans. During this time Freeman manages to make his way up the coastal highway, infiltrate Prospekt and in his attempts to free Eli Vance cripple the entire facility.

Street War

The fall of Nova Prospekt triggers an uprising within City-17. The resistance mobilize and the detained citizens take up arms against their oppressors. The battle wages for an entire week, the resistance managing to gain the upper hand, and with the combined efforts of Gordon Freeman and Barney Calhoun succeed in pushing the Overwatch forces back to the base of the Citadel. With the City in ruin, Breen's Overwatch forces were crippled, and despite his best efforts to sway the dwindling human populace, Breen failed in turning the tide.

Gordon Freeman quickly infiltrated the Combine's centre of power, and ignored much of Dr. Breen's attempts to convince, belittle and trivialize his successes over the recent days. Freeman however was eventually captured and brought to Breen's office, along with Eli and Alyx Vance.

The Dark Fusion Reactor

Feeling as though he'd won, Breen quickly gloated about his success, and the freedom he now had in dictating his terms with the Combine. A war of words broke out among the captives regarding humanity's future, and despite threats and pleading Breen failed to convince his old friend, Eli Vance, to join his research effort. At this point he made to send Eli and his daughter through a Combine portal, but Judith Mossman, realizing she had misplaced her allegiances turned on Breen and rescued Freeman and the Vances.

Gordon Freeman and Alyx Vance then pursued Breen to the tip of the Citadel, where the Combine's Dark fusion reactor and teleport was located. Shaken with the resistance's success Breen engaged in a savage one to one with a Combine Advisor, demanding safe passage off Earth. His request was granted, and he entered the reactor chamber and began his escape.

Unfortunately he underestimated Gordon Freeman, who followed him into the chamber and quickly began de-stabilizing the portal. Breen's warnings of a critical meltdown went unheard, and Freeman destroyed the portal, sending Breen back down the chamber chute. The portal then exploded in a dazzling array of energy, rupturing the Citadel and creating a massive tear in space.

Though speculated by the characters, especially Alyx and his minor appearances in Episode One and Episode Two through flashbacks and video-recordings that happened prior to the explosion, that Dr. Breen is dead, his fate at this point is unknown.

  • Dr. Breen is one of the few characters to possibly know of the G-Man and of where Gordon Freeman had been during his twenty-year absence from Earth due to having been put in stasis by the G-Man. How Dr.Breen knows this, is as of yet unrevealed, but it may have been from the Combine.
