What's the difference between the HE and the new Frag Grenade and why have Valve changed it?

A frag grenade is specifiaclly designed to fragment on explosion causing tiny pieces of shrapnal to dispurse through out the area.
An HE Grenade, or High Explosive Grenade is exactly what it is named, a grenade with a large explosive.

i am pretty sure they are just changing the model ... i don't know that the physics are changing ... anyone know this for sure...?
