Okay, assuming you installed Steam in the default location, do this:

1. Open My Computer.
2. Go to your C Drive and go to Program Files.
3. Go to the folder named Valve.
4. Go to the folder named Steam.
5. Go to the folder named steamapps.
6. Go to the folder named sourcemods.
7. Delete the folder for whatever mod it is you want to uninstall.

Steam Default Location is "steam" not "valve/steam" The only time it is "valve/steam" is if you installed a Valve source game before Steam.

Every Source games goes in the Sourcemods folder like everyone said. HL mods on the other hand are found in ...\Steam\Steamapps\[Your Account Name]\HL\[Mod's name]. Like with a source mod, you just delete the mod folder and restart.
