This should be in the Aftermath forum.

First off the Citadel doesn't collapse, it goes into meltdown - therefore techically it is destroyed because its lost its power and so has the reactor. But not literally destroyed. By the end of Aftermath it will have destroyed all of City 17..

First off, it'd probably collapse, and collapse violently. Part of the citadel exploding, raining debris and fire on C17. Then it would slam into the ground, with a force thousands of times worse than WTC. Most of inner C17 would be leveled without a doubt.
