DVD Burner for less than $40 US?

Can anyone find me a brand new DVD Burner for less than $40? I would like to purchase one for a lot of different uses. I don't know of any dual layer DVD Burners that are less than $40, but I would like to have a dual layer burner. I would like it to be fast and reliable, meaning 2.4x DVD+R DL (Double Layer), 16x DVD+R, 4x DVD+RW, 8x DVD-R, 4x DVD-RW, 48x CD-R, 32x CD-RW. :) If anyone can find me one for less than $40 that would be great. There is this one at www.newegg.com, but its $10 too much.
