I've never heard of an European keyboard, but i bet that's the problem...have you tried restarting half life 2 after you enable console in the advanced options?

A European keyboard is standard in Europe, got several extra characters that we don't use here in the US.
I don't know how to help you here, because I don't use a european keyboard.

Open up notepad and type this in it:
bind "F12" "toggleconsole" (you can replace F12 with whatever key you want the console binded to, I used it as an example)
Then save the file as autoexec.cfg in your Steam/SteamApps/username/half-life 2/hl2/cfg folder. If you did it right, you should be able to go in the game and press F12 and have the console come up.

he's got it fixed in another thread, he just had some confusion because of the keyboard differences.
I also heard that the autoexec.cfg console bind didn't work for some people.

For other people's reference, if you're that bothered, on a European keyboard the key that operates the console is the ` key which can be found directly underneath the Esc key.
I believe this is the same place it is on an American keyboard... not sure though.
