How do you change levels

How do you activate the console button,i know you are suppost to hit the ~ button,so i can change levels.Can anyone help me thanks

Go to Keyboard Advanced Options and put a check mark in "enable developer console".

To change levels, I think you use the "map" or "changelevel" command and it'll show a list of level names in the drop down box.

got everything going but it doesnt show any maps that i havent done already just previous ones.I recently formated my hd so i dont feel like redoing the whole game again

I guess type "map d3_citadel_03". Since that is the last level. It should let you play all previous levels. If that doesn't work, try "changelevel d3_citadel_03".
