Well, maybe just to get after the release more people to buy it or its a time reason.

tbh i think it wasnt allways planned, but i think that it was in development LONG before HL2 was released, probally around the time / slightly after CS:S was released to the people who pre-ordered it. this is becuase a lot of people were unhappy with CS:S, or felt that it didnt take advantage of the physics. i mean about the best thing you can do in CS:S is shoot a barrel down a slope.. compared to boosting a car up onto the top of a building in HLDM, then pushing it onto someones head :)
