I am currently at what appears to be at the end of water hazard, however I seem to have hit a bug.
I am in the large area around the dam, where you are forced to destroy the chopper.
I have destroyed the chopper, killed the enemies in the building in the island, seen the G-Man (I think), and opened the far left gate of the damn.
I then jumped through said openning, and dropped a significant distance. At the bottom, I turned right, and was greeted with image below.
I have tried restarting, and playing again from earlier save points (although all those saves were still in water hazard).
I should also note that no loading took place during the fall, or after landing at the bottom. I say that because it appears to be the end of the area.
