Stuck! - Fizzled Caution Sign/Valve after speedboat?

Ok, I just finished the speedboat with blue barrels when ive come to the fizzled out Caution sign with the broken valve outside by the fence... cant find a way over the fence? nothing in the room with the 2 big blue generators... nothing in the dumsters...tried to move the wheeled hitch with some barrels to jump the barbed wire fence but thats not it...

Did you use the blue barrels to lift the ramp and take the speedboat up there. Your speedboat is more of a hovercraft and can go along land and things, and the blue barrels ain't the end of the speedboat, its about half way.

umm, i think you are at the point where you have to get through the doors
if you are, if you face the broken valve, pivot right
shoot flammable barrels
