ravenholm electric fence

just past the big bonfire, there is an electric fence, it apears I have to get past it, but for the life of me I can't figure out how, not enough stuff to pile up, nothing I can pull on the other side... been trying for to long now, any help greatly apreciated

Go back to the big bonfire with all the dead people. To the left there is a valve. Close it and go inside the building. Switch is at the top.

thank you. even had found the valve earlier, but just kept stareing at the fence
