CS:S will be packged with HL2 regular and collectors (not singleplayer) i think.
CS2 isnt even done. and when it is, i doubt you would get it in HL2. Maybe HL3.

There is no HL2 multiplayer only package.
If you want CS2, you have to buy it. :|
Valve needs money too.

Half-Life 2 will come in two main packages which are; single player and multiplayer, and the collectors’ edition.
The single player and multiplayer package will not only allow you to play on your own, but will enable you to play, and download third party modifications of the game, online with your friends.
The collectors’ edition will include all of the above but will also contain special items likely to be in the form of collectables, literature and maybe even behind the scenes DVDs. Not much is yet known about the CE but we should hear more information in the coming weeks.
There were plans for a value-priced edition wherein the package would include only the single player version of Half-Life 2. However, a recent Q&A article on PlanetHalfLife stated that plans for this have been scrapped since Sierra Studios (Half-Life’s publishing label) closed down this year. The only two versions will be the ones listed above.Currently, Counter-Stirke 2 has not been confirmed. Counter-Strike: Source will ship with all HL2 packages.

According to Valve, the singleplayer only package got canned when Sierra went under, so there's only going to be the Normal version and teh Collectors Edition; both of which will have CS: source. Nobody knowns how Valve is planning on packaging HL: Source though...

I'd probably say that it would be a free download via Steam for anywith with a registered Half-Life 2.
Counter-Strike 2 is going to be a completely new retail product and therefor will not come free with Half-Life 2.
