127.0.0.1 is a loopback ip you cant connect to it externally.

Also, 192.168.1.100 is an IP that only works within the confines of your LAN.

You need to do it while inside CS:S or else it says the servers don't exist.

Well, ocybrmano.homeip.net always points to my IP (a service provided by DynDNS.org combined with a tiny program called DeeEnEs that automatically updates it when your IP changes). If I happen to be screwing around with slow-motion physics and various other commands in CS:S I'll have the server running on port 666 with no password.
