Adobe ImageReady is the best for animating gifs. It comes with photoshop usually.

Actually my animation was a hybrid mix of hard core frame by frame paint animation, and flash. Basically, I made a 90 x 21 image and then copied it, and moved it down 21 pixels, changing each part individually. The barrel was drawn in paint up until the part where the manipulator picks it up. This part was an overlay in flash of the barrel object with a motion tween and some simple rotation. The massive 90 x 1200 ish keyframed image was scrolled from top to bottom with a motion tween, to basically make show each frame, once per "flash frame" if that makes sense. The barrel fit right in because I made sure to disable all smoothing and compression on the pictures.

i have flash, although im better off using paint to make emoticons, can you tell me how to put more frames per second into my flash animation? thanks :)

also how can you make it smaller apart from reducing the colours and saving it as a GIF?

*edit* also, when not saving as a gif, how do you put a loading bar at the start of your movie?

and a button to restart the movie?
