My Steam Monitor shows that Halflife is downloading, but I already have it and it is also recognised by Steam, so why is Steam downloading it?

Why is my Steam not working at all anymore? Double click the icon and it starts , and it says it's running when i try to dbl click it again, but nothing happens anymore... nothing is even downloading.

Who knows...... the only way i have fixed my problems was with reinstalling it but mine were more problems with connection. Sorry the only thing i cant tell you is to reinstall if its not working.
