HL2 is being tested internally. Either VALVe directly, or their close friends. I believe it's mentioned in the VALVe info thread, if not, it was in an interview. There will be no publicly closed beta for HL2.

Well he helped test HL.

If I recall this was in PC Gamer UK. They put Gabes Dad in front of HL with a Level designer that wasn't allowed to tell him what to do and make notes.
