Uninstall Query

If I remove HL2 Episodes one and two, will that affect others games like L4D and TF2? I need to clear up some hard drive space and I don't want to bork the engine on other games.

They will still work after you uninstall EP1/EP2.

But because any shared material stays, removing them probably won't free up that much HDD space.

What about deleting files like "steam shared 2007"

That would definitely effect your TF2 installation. You'd just end up re-downloading it once you play TF2 or anything in the Orange Box.
