Go into your steam client then click: File, Settings, Change (under Beta Participation) then choose steam client candidate from the drop down menu.

I don't usually play the grammar nazi, but for gods sake, steam probably died of shock having seen what you do to the English language.

On topic, you will need to delete the clientreg.blob thing to get into steam to access the beta menu.

i have tried deleting the clientregistry.blob thing but still it will not update past 83%, and to get to where i have to change the settings it needs to fully update.

I would suggest downloading a reinstalling the steam client, but I'm not even sure if valve put the newest client on steampowered.com?

I don't think they do - I always have to update when I download it for the first time on a computer.

Cut your Steamapps folder into a safe location on the same hard drive.

Uninstall Steam.

Reinstall Steam.

Paste your Steamapps folder back where it should go.
