I don't know if this is real or not or wether my mind is playing tricks on me,but I was sure I saw at least 3-5 times that a combine soldier(not the Civil Protection) actually waved at me and then fired at me with his rifle.I could hear a hoarse voice yelling,"Hi!" or something like that.
I was pretty sure he did wave at me.I was confused a bit...
Has anyone ever seen this or is there a story behind this?
I think he's mocking me. :)

urghh, he is signaling his other soldiers to move. He does it when you get too close, causing the lead soldier to alert the rest to surround/flank you. Or, when you throw a grenade, he does the same, alerting them to run off.

Might also appear to "wave" when they throw manhacks (CP, though).
