I would say to buy a better video card.

Yes, your video card isn't too good. Try doing this:
1. Open Steam
2. Go to the "My Games" tab
3. Right-click the game which needs to be reconfigured
4. Select "Properties" from the menu
5. Click the "Set launch options..." button
6. Add the following command below - be sure to include a space before the "-" and anything before it.
-dxlevel 81
Force the game to run in DirectX 8.1. mode.
(If this doesn't work, try -dxlevel 80 or 70)

Aye, integrated graphics won't cope too well matey, and I wouldn't recommend running games like HL2 on a celeron.
